Carolina Biron

Founder, The Top Tone

Carolina Biron is a legal, compliance, and governance executive with more than fifteen years of experience leading ethics, compliance, investigations, governance, and legal functions across Latin America and the United States.

She was born and raised in Brazil, a country where corruption has shaped institutions, opportunities, and daily life for generations. That reality is not incidental to her story. It is the foundation of everything she built.

Her career in compliance began before Brazil's Anti-Corruption Law reshaped the country's corporate governance landscape. Working for a multinational company that embedded ethics into its culture long before anti-corruption compliance became a widespread corporate priority, she learned early that compliance is not about rules. It is about trust, and what happens to organizations, communities, and people when trust breaks down.

Over fifteen years, she held leadership roles across legal, compliance, governance, and risk functions in multinational organizations operating across two continents. She lived and worked in Miami, Florida, and Brazil, gaining firsthand experience navigating the regulatory and operational realities that connect the United States and Latin America.

That combination of Brazilian institutional reality and U.S. operational experience shaped how she thinks about accountability, enforcement, governance, and the decisions organizations make under pressure.

One moment early in her career left a lasting impression.

During a transition meeting, a senior leader explained that compliance should be treated as a business asset and, therefore, as a kind of industrial secret. Best practices should remain inside the company because they created competitive advantage.

Carolina came to a different conclusion.

Strong compliance programs are valuable. But ethical business environments cannot be built in isolation. In highly corrupt environments, no company thrives alone. Institutions, markets, and communities all depend on higher standards of trust.

That belief led her to support ethics and integrity initiatives beyond the corporate environment, including projects aimed at promoting ethical values in public schools and local communities.

Today, as artificial intelligence accelerates the speed of decisions across every sector, Carolina focuses on a different question: what happens to accountability when technology makes decisions faster than institutions can adapt?

Her work sits at the intersection of governance, technology, and human judgment, helping leaders and boards understand what AI changes, what it does not change, and what it demands of the people who still sign their names to consequential decisions.

The Top Tone was created to make governance intelligence more accessible. What began as a personal commitment to share knowledge became a platform dedicated to helping compliance professionals, executives, boards, and governance practitioners navigate an increasingly complex world. The platform combines curated enforcement signals, governance intelligence, decision frameworks, global corruption data, practical tools, and original analysis for those making decisions under pressure.

The Thesis

Technology accelerates decisions. Governance determines whether they should have been made at all.
